Drafted language included in AB 854, Keene Firearms, that created exemptions to certain provisions regulating the temporary transfer of firearms to  “consultants” and “evaluators.”  This bill was designed to bring California in accordance with federal laws permitting the physical transfer of firearms between federal firearm licensees and  consultants or evaluators
